Bingo halls: the sector will have to organize itself for the coming months.
Representatives of bingo and video bingo halls should pay close attention in the coming days. The moment requires coordinated and focused actions to create the conditions for the Bingo Bill to be included on the agenda of the Chamber of Deputies plenary session.
The non-inclusion of the proposal on this year's voting agenda could mean a major delay in the processing and voting of the project. If it is postponed until next year, it will be as if we are starting from scratch again, as there will be new political actors, a new board of directors, a new president, among other problems that the sector will have to face again. In the Chamber of Deputies alone, 224 out of 513 representatives will not return to the House.

Plenary voting resumes with 12 provisional measures blocking the agenda.
With the end of the election period, party leaders are expected to meet with the Speaker of the House, Michel Temer, to define the plenary votes for November and December. Some provisional measures are nearing their expiration date.
The government leader in the Chamber of Deputies, Congressman Cândido Vaccarezza (PT-SP), believes that voting will only resume on November 9th. If this is confirmed, there will be 17 Provisional Measures (MPs) with the possibility of being voted on, of which 12 will obstruct the Order of the Day. This does not include two MPs (491 and 492/10) that expire at the beginning of November. As they still need to pass through the Senate, it is unlikely, according to Vaccarezza, that they will be voted on before they lose their effectiveness.
Vaccarezza stated that the voting agenda for November and December should be restricted to provisional measures, the Budget, and the pre-salt oil field supplementation. He intends to call opposition leaders this Monday "to gauge their mood" and negotiate the voting on these issues.
11 days of voting
"If we consider Tuesdays and Wednesdays, we will only have 11 days of voting, and there are mechanisms that greatly facilitate obstruction by the opposition, especially when there are provisional measures. It will be hard work to overcome the resentments," said the leader. Due to the short timeframe and political difficulties, he admits that the pre-salt projects may be postponed until next year.
Regarding the deadline, there is another aggravating factor, in Vaccarezza's opinion, which is the fact that the rules do not allow deliberative sessions of the Chamber and the Senate when the Joint Budget Committee is voting. Since voting on the Budget is mandatory for the parliamentary recess at the end of the year, the leader admitted the possibility of the committee functioning on days when there are traditionally no deliberative sessions of the Plenary.
Pay close attention.
Due to the All Souls' Day holiday and the post-election hangover from the second round, the date and time of the leaders' meeting are not yet defined, but the sector should stay tuned, as this meeting will define the proposals that will be debated and voted on later this year.
