The organization discussed issues with Caixa's management, including the system, security, armored trucks, insurance, and lotteries.

On Tuesday (11), FEBRALOT leaders, presidents of regional unions and the technology (IT) area of ​​Caixa Econômica Federal, together with GERPA, met to clarify the numerous problems related to transmissions, especially those that occurred at the beginning of December. There was also a debate about the delay in correcting the security surcharges previously scheduled for July, but which have not yet occurred. In addition, the new procedures regarding invoices and the collection of SITAE taxes were clarified.

Armored truck

Regarding the armored car service, an agreement was reached to change the payment format for the ad valorem percentage. Currently, we receive 0.28% on cash inflows at our stores, and we will now receive a percentage (not yet disclosed) based on the difference between cash inflows and outflows at our stores. The final percentage to be applied will be announced in December. Another change concerns the fixed amount currently paid of R$ 1.960,00. The amount to be paid will be based on collections made in the previous month. In December, lottery outlets are being evaluated, and the amount to be paid at the end of January will be based on December's collections, and so on. For example, lottery outlets that currently make 13 collections will receive payment for all 13, not just the fixed amount.

The cost per pickup will also be announced in December and will be based on the average transportation costs across Brazil.

The limit for paid collections will not exceed 22. Proven cases of lottery retailers receiving amounts significantly lower than the amount paid to the carriers will be analyzed on a case-by-case basis, and they may receive the difference paid, provided it is proven through the carrier's invoices.

Problems with the system

Regarding the system inconsistency issue, the IT department has identified a solution to the problem so far, and if no new features are introduced in the billing platforms, the problems are unlikely to recur. It was also requested and agreed that no further updates, which were being performed on store equipment, will be carried out during the month of December to avoid downtime like that which had been occurring.

Tax collection

Regarding the new tax collection system, this is a requirement of tax authorities, and CEF, even in municipalities where it does not act as a tax substitute, needs to be certain of tax collection by its network. As for the percentages, 5% was established because it varies greatly in each municipality, but amounts collected in excess will be refunded by the 5th of each month.

On the safe side

Regarding the amounts that CEF (Caixa Econômica Federal) is requiring for insurance based on each business owner's financial transactions, some clarifications are necessary:

CEF presents the average financial transactions of the lottery outlet. Percentages are deducted from this value according to several factors, as described below:

– Mandatory items such as drop safes and alarms provide a 5% reduction.

Lottery outlets that did not experience any incidents in 2018 will receive a 20% discount.

Lottery outlets with armored car service receive a 15% reduction.

Lottery outlets located in shopping malls and supermarkets have a 15% reduction.

Lottery outlets with bulletproof glass receive a 25% discount.

These items refer to a reduction in the required insurance amount. A 50% reduction will be applied to the remaining balance for the year 2019. This way, everyone can now calculate their amount. If the amount is lower than the current insurance premium, then the current amount should remain.

Also starting this year, the policies must include a value for hand transport, which is carried out by the lottery agent. This value must be R$ 17.500,00 to be transported by 2 people authorized by the lottery agent.

Lottery Area

This Wednesday (12), once again the union presidents were at Caixa for a meeting with the lottery area.

On the agenda are the deficient marketing campaign for lottery products, the likely launch date of SUPERSETE, the delay in January's tickets, the delay in the delivery of ticket rolls, the need to readjust the price of bets that have been frozen for more than four years, and various other issues.

Caixa began the meeting by announcing the hiring of an internationally experienced consulting firm to examine its current product portfolio and determine whether or not some products need to be removed. This firm's work will begin in early 2019.

Marketing campaigns are legally permitted to use a portion of the FDL (Fund for the Development of the Community), which currently represents 1% of total revenue.

This amount is too small for large campaigns, and unfortunately, any change would require a change in the law, which could have other consequences.

SUPERSETE is still scheduled for release in the first half of 2019, on a date that will not interfere with the special Easter and São João lotteries.

Both the paper rolls and tickets are expected to return to normal delivery in the coming days. At this time of year, transportation demands are higher, causing delays in the processes.

Regarding the adjustment of bets: These should be based on the values ​​practiced since the last adjustment. This would result in fractional values ​​with cents in the amounts, but it was agreed by the majority present that even if there are fractional values, it is better this way because it would not be possible in the future to recover any lower value for easier change.
