The Brazilian government is holding the 2nd National Technical Meeting on Combating Sports Match-Fixing in Brasília from April 28th to 30th , consolidating a strategic state agenda focused on protecting sports integrity and confronting illicit practices associated with the betting market.

More than just a forum for debate, the meeting highlights the concrete achievements reached in record time by the Interministerial Working Group, established by Interministerial Decree MESP/MF/MJSP No. 1/2025, which transformed institutional coordination into effective results.

The main milestone of this agenda is the establishment of the National Policy for the Prevention and Confrontation of Sports Match-Field Manipulation, formalized by Interministerial Decree MESP/MF/MJSP No. 1/2026.

The policy structures the actions of the Brazilian State based on four complementary fronts: regulation, prevention, monitoring and oversight, and repression.

By integrating these axes into a single strategy, Brazil will act in a coordinated and continuous manner at all stages of combating the manipulation of sports results, strengthening the state's capacity to respond and protect the integrity of competitions.

“This second meeting consolidates an important step forward for the Brazilian Government, by deepening the training of agents, as well as integrating different institutions and strengthening mechanisms that guarantee more transparency, security and credibility to competitions and to Brazilian sport,” says the National Secretary of Sports Betting and Economic Development of Sport of the Ministry of Sport, Giovanni Rocco.

“The manipulation of sports results, often linked to criminal organizations, demands a qualified response from the State. With the integration of intelligence, regulation, and investigation, Brazil will have more effective conditions to confront this type of practice continuously,” adds the Director-General of the Federal Police, Andrei Rodrigues.

The Secretary of Prizes and Betting at the Ministry of Finance, Daniele Cardoso, emphasizes that these initiatives consolidate the construction of a structured base for coordinated state action. “We are presenting concrete results, which demonstrates the effectiveness of the joint work of the group established last year. This progress has been fundamental in institutionalizing this agenda as a state policy. In this sense, this meeting assumes a central role by bringing together, in the same institutional environment, government bodies, the sports community, control and investigation authorities, sports entities, betting operators, and integrity organizations. The initiative strengthens cooperation, allows for the alignment of processes, and contributes to transforming experiences into coordinated responses to combating the manipulation of sports results.”

“Brazil is taking a decisive step by structuring a state policy to combat the manipulation of sports results. We are integrating intelligence, regulation, and investigation into a continuous and coordinated model that strengthens the performance of the Unified Public Security System and expands our capacity to prevent, detect, and repress these practices. The integrity of sport is a strategic asset, and the Brazilian state is prepared to protect it with rigor and institutional cooperation,” states the National Secretary of Public Security of the Ministry of Justice and Public Security, Chico Lucas.

National Ecosystem for Integrity in Sports Betting

With the implementation of the Policy, Brazil is structuring a National Integrity Ecosystem for Sports Betting, based on coordinated action between public institutions and strategic actors. This ecosystem operates as a network, integrating intelligence, regulation, and investigation capabilities with information sharing and complementary actions.

In practice, this represents a paradigm shift: the State ceases to act in a fragmented way and begins to operate in an articulated, continuous, and data-driven manner, significantly expanding its capacity for prevention and response.

Concrete deliveries in record time.

In less than a year, the Working Group progressed from diagnosis to the implementation of structuring instruments, with particular emphasis on:

⇒ Establishment of the National Policy for the Prevention and Combat of Match-Field Manipulation in Sports, formalized by Interministerial Decree MESP/MF/MJSP No. 1/2026, establishing guidelines, governance, and coordinated action by the Brazilian State.

⇒ The Suspicious Betting Analysis System developed by the Federal Police, structuring strategic data to support analyses, cross-referencing, and investigations.

⇒ Publication of the National Manual for Combating the Manipulation of Sports Results (2nd edition), consolidating operational guidelines, inter-institutional flows, and investigative methodologies.

⇒ The first online course on Prevention and Repression of Sports Match-Fixing, developed by the National Police Academy, expanding the qualifications of public security agents in all states.

⇒ Continuous production and dissemination of intelligence reports, strengthening coordinated action among the Judicial Police.

⇒ Holding national technical meetings, structuring a permanent network of cooperation between public security, regulation, sports, and the betting sector.

⇒ Formalizing partnerships with integrity agencies and establishing workflows for handling and forwarding departures.

⇒ Structuring Integrated Action Flows for receiving, analyzing, and forwarding information related to the manipulation of sports results.

These deliveries solidify the construction of a structured foundation for coordinated and continuous action by the State.

Structured response to the new regulated market

The consolidation of this agenda occurs within a context of expansion of the regulated sports betting market, driven by Law No. 14.790/2023. Regulation increases the need for robust control, monitoring, and integrity mechanisms, requiring a structured and coordinated state response.

Experts and strategic stakeholders meet to discuss the integrity agenda in sports.

The event will include the participation of delegates from the Civil and Federal Police, national sports managers, betting market operators, athletes, representatives from the Public Prosecutor's Office, regulatory bodies, and sports integrity companies.

The program includes panels on integrity in sports and betting, addressing regulation, prevention, monitoring, investigation, and technology, as well as the actions of athletes and operators in the sector. It also includes technical activities focused on public safety, with case studies and intelligence practices applied to combating the manipulation of sports results.

Legacy: State policy and permanent capacity

With the initiatives already implemented, Brazil is advancing in the consolidation of a permanent public policy based on integration, intelligence, and institutional coordination. This set of actions positions the country at a new level in protecting the integrity of sports, with a structured capacity to prevent, detect, and combat the manipulation of sports results in a continuous and coordinated manner.
