The government of Mato Grosso do Sul presents a bill to reactivate the state lottery.
The project, which was proposed by Governor Reinaldo Azambuja, was also approved by the Constitution, Justice and Drafting Committee (CCJR).

The Legislative Assembly of Mato Grosso do Sul (ALEMS) approved this Wednesday (25), Bill 211/2020, which provides for the new Lottery of Mato Grosso do Sul (Lotesul).

The bill received 19 votes in favor and none against. On the same day, the project was also approved by the Constitution, Justice and Drafting Committee (CCJR).

The rapporteur for the proposal in the CCJR (Committee on Constitution, Justice and Drafting), Deputy Eduardo Rocha, presented an Amalgamating Amendment with a substitute to the proposal to combine and reconcile amendments No. 01 to 03 authored by Deputies Amarildo Cruz, Barbosinha, Coronel Davi and Mara Caseiro, altering the wording of article 2. (see the full text below with the changes in bold).

In July, before the legislative recess, Lotesul had already been presented to the House of Representatives, where it received two parliamentary amendments.

The bill amends State Law 4.640, of December 24, 2014. If approved, Lotesul will be recreated after 15 years.

Previously, the lottery was responsible for controlling bets and the types of games available in the state. This time, the execution – or delegation to third parties – will be the responsibility of the State Finance Secretariat (Sefaz).

According to the bill, the operation of lottery services will be limited to the territory of Mato Grosso do Sul and may not offer lottery modalities different from those available under federal law.

According to the law, bets can be placed through physical or virtual means.

Although limited to the territory of Mato Grosso do Sul, the virtual modality opens up the possibility of selling bets in other states of the Federation, since the bill only proposes that the seller of the bets be over 18 years of age and reside in the State.

Governor Reinaldo Azambuja's justification for presenting the project is that the funds raised from the bets will be used for social security.

In addition to funding programs for housing, sports, education, or social development. (With information from Correio do Estado )
