The Ministry of Sport publishes a decree regulating the list of sports that can be bet on.
The committee will be responsible for monitoring funding and collaboration agreements, proposing improvements, and approving monitoring reports from social organizations linked to the National Secretariat for Sports Betting and Economic Development.

The Ministry of Sport has established the Monitoring and Evaluation Commission for funding and collaboration agreements signed with civil society organizations within the scope of the National Secretariat for Sports Betting and Economic Development of Sport. Ordinance MESP No. 98 was published this Friday (September 18th) in the Official Gazette of the Union – DOU and entered into force on the date of its publication.

The commission's role is to monitor partnerships established between the Union and civil society entities linked to the secretariat, with a preventive and corrective character to ensure the proper management of the agreements.

Composition and skills

The board will consist of three full members and three alternate members, all representatives of the National Secretariat for Sports Betting and Economic Development of Sport. The members will be nominated by the national secretary and appointed by a specific act of the minister. The decree requires that at least one member be a civil servant holding a permanent position or employment within the federal public administration. Participation is unpaid and is considered a relevant public service.

Among the commission's responsibilities are: monitoring the terms of funding and collaboration agreements entered into with organizations; proposing improvements to verification procedures; standardizing objectives, costs, and indicators to improve results evaluation; producing understandings aimed at prioritizing results control; and evaluating and approving technical monitoring reports.

Operating rules

Regular meetings will be held once per semester. Extraordinary meetings may be convened by the chairperson of the board, with notice given by email at least ten days in advance. Meetings may be in person or by videoconference, and the minimum quorum is three members. Decisions will be made by a majority vote of those present.

The technical monitoring reports submitted to the committee will have a deadline of up to 45 days for approval, starting from the date of receipt. The committee may request additional information from the partnership manager or require supplementary procedures before making a decision.

The ordinance also establishes disqualification rules. A member is prohibited from participating in the evaluation of a partnership if they have acted, in the last five years, as an associate, cooperative member, director, advisor, or employee of the evaluated organization. The disqualification also applies when the activity constitutes a conflict of interest under Law No. 12.813/2013, or when a spouse, partner, or relative up to the third degree has a similar link with the monitored entity. In cases of disqualification, the member is replaced by their respective alternate.
