Resort linked to Toffoli has a casino with slot machines and blackjack.

The Tayayá Resort, a development built by the family of Supreme Court Justice Dias Toffoli, maintains a casino with electronic machines and card games such as blackjack, a modality not authorized by Brazilian law. The establishment, located in Ribeirão Claro, Paraná, was sold at the end of 2025 to a lawyer from J&F, after having been acquired by a fund linked to Banco Master, companies with lawsuits reported by the magistrate.
The establishment operates with cash bets, offering both electronic machines and card games. According to reporting by Metrópoles , although the minister's name does not appear in official documents, employees refer to the business as "Toffoli's resort," highlighting his connection to the place.
The transfer of ownership to a lawyer linked to the Batista brothers' group occurred after shares in the hotel were purchased by a fund whose investor was Fabiano Zettel, brother-in-law of Daniel Vorcaro of Banco Master. This circumstance raises questions about a potential conflict of interest, since Toffoli is the rapporteur for an investigation involving Banco Master and also acted in cases related to J&F.
At the close of 2025, the minister hosted a celebration for family and guests at the resort, attended by artists and former soccer player Ronaldo Nazário, who reportedly inaugurated the gaming area. Ronaldo, known for his professional poker playing (a legalized sport in Brazil), appeared in an image released by an employee, which was later deleted.
Dias Toffoli and his brother José Carlos are the main figures associated with the venture. José Carlos, known as "Zé," along with another brother of the minister, José Eugênio, were partners in a real estate development company currently valued at R$ 30 million, responsible for building the apartments in the resort. José Carlos was a priest before entering the hotel business.
The Tayayá Resort is located on the banks of the Xavantes reservoir, on the border with São Paulo. The establishment offers high-standard accommodation, with daily rates reaching R$ 2 in the simplest apartments.
Structure and operation of the play area
The gambling area in the resort features 14 video lottery machines, similar to slot machines, regulated by the Paraná state government. The environment replicates the aesthetics of international betting establishments, with artificial lighting, carpets, and neon lights.
Journalists who visited the location without identifying themselves were invited to participate in games like blackjack after the official closing time, at 23 pm. In this game, the player competes against the dealer to get the sum of the card points as close as possible to 21. The report also documented the presence of children using slot machines on two occasions.
Legal issues and regulations
It remains unclear how the establishment can operate with games prohibited by Brazilian law. In 2020, a decision by the Supreme Federal Court (ADPF nº 492) allowed states to operate so-called "video lotteries," equivalent to slot machines. At the time, under the rapporteurship of Minister Gilmar Mendes, the Supreme Court understood that the Union does not have exclusive rights to operate these activities, with Toffoli concurring with the rapporteur's vote.
However, games of chance such as games with dealers and betting with money on cards remain illegal under national law.
Minister's presence at the resort
The minister regularly visits the Tayayá Resort, where he owns a house in an area called Ecoview, intended for high-end guests. He also has a boat docked at the resort's pier. José Carlos Dias Toffoli uses another residence within the hotel.
In response to questions about gambling, the resort stated: “Regarding gambling, the games available at Tayayá are authorized by the state lottery. As for card games, the tables are for the enjoyment of the guests themselves, who play everything from truco to poker. There is no interference or encouragement of gambling.”
