Senacon creates group to oversee fixed-odds betting market in Brazil.

The National Consumer Secretariat (Senacon), of the Ministry of Justice, has created a working group dedicated to overseeing the fixed-odds betting market in Brazil. The measure was formalized by Ordinance GAB/SENACON No. 71, published this Friday (July 10) in an extra edition of the Official Gazette of the Union.
The committee's mission will be to develop a national program for coordinated action within the National Consumer Protection System, specifically focused on the betting sector. The objective is to prevent, monitor, and suppress abusive practices on digital betting platforms.
Diagnosis and guidelines as initial products
The group has four central responsibilities defined in the ordinance. The first is to prepare a technical diagnosis of consumer relations in the sector, covering advertising, platform architecture, and incentives for consumption. In parallel, the group will formulate guidelines and protocols for joint action for market monitoring and compliance analysis.
The plan also includes the creation of technical benchmarks and operational parameters to support the application of inspection and sanction mechanisms foreseen in consumer law to the sector. Upon completion of the work, the group will present a final report with the results and proposals developed.
Composition and operating period
Senacon will coordinate the group through the Department of Consumer Protection and Defense, with four of its own representatives. The group also includes one representative from each of the following entities: the Procons Brasil association, the Consumer Public Prosecutor's Office (MPCON), the National Council of Public Defenders-General (CONDEGE), and the Public Prosecutor's Office of the Federal District and Territories.
Each member will have an alternate. The ordinance also allows for the participation, as guests, of representatives from other public bodies, civil society organizations, research centers, and experts in the regulation of digital platforms, advertising, mental health, and over-indebtedness.
The group will operate for 90 days, starting from the first meeting, with the possibility of extension for an equal period upon justification by the coordinator. Meetings will be held bi-weekly on an ordinary basis and may take place in person, virtually, or in a hybrid format. Participation is considered a relevant public service and is unpaid.
The decree was signed by the National Consumer Secretary, Ricardo Morishita Wada, and came into effect on the date of its publication.
