SPA-MF participates in global conferences on betting regulation.

The Prizes and Betting Secretariat (SPA) of the Ministry of Finance will send four employees to two of the main international events in the gaming and betting sector in the coming weeks. The destinations are Lisbon, for the SBC Summit 2026, and Lima, for the Annual Conference of the International Association of Gaming Regulators (IAGR). The trips were authorized with expenses borne by the Union, according to decrees published in the Official Gazette of the Union (DOU) in the editions of September 3 and 8, all signed by the chief of staff Daniele Correa Cardoso.
The international agenda coincides with a moment of consolidation of the regulated betting market in Brazil. Since January 1, 2025, only companies authorized by the SPA (Secretariat of Public Administration) can operate in the country, and in the same week, the deadline for participation in the secretariat's public consultation on the rules for authorizing the fixed-odds lottery betting modality ended.
Lisbon: Inspection at the largest iGaming event
The SBC Summit 2026, considered the leading global event in the iGaming industry, takes place from September 29th to October 1st at the Lisbon International Fair and the MEO Arena. The event annually brings together more than 40 industry professionals and, in this year's edition, adopts a revamped structure across six stages covering emerging markets, technology, innovation, payment methods, regulation, and compliance.
Two SPA (Portuguese Water and Sanitation Authority) inspection staff members will be traveling to Lisbon between September 28th and October 2nd.

The third day of the event is dedicated to Latin America, with sessions on Brazil, Peru, and Mexico, as well as regional trends; a topic directly related to the work of the Brazilian representatives.
Lima: Brazil on the stage of global regulators.
Between October 18 and 23, two other SPA-MF officials will travel to Lima for the annual IAGR conference, an independent organization created to improve the effectiveness of gaming regulation worldwide. The 2026 edition is the first to be held in South America and has the theme "Steadfast hands, shifting ground; advancing regulation in a connected world".
The two Brazilian representatives will act as speakers on the panel “The Regulator's Mandate in a Connected Market”:
⇒ Fabio Augusto Macorin, deputy secretary of SPA, with a trip scheduled between this Monday (10/18) and this Thursday (10/23);
⇒ Leandro dos Reis Lucchesi, General Coordinator of Regulation, with a trip between this Tuesday (10/19) and this Thursday (10/23).
The event will feature over 40 sessions led by experts, covering emerging technologies, illegal gambling, prediction markets, combating money laundering, responsible gambling, and sports integrity. Confirmed speakers include Mike Dreitzer, chairman of the Nevada Gaming Control Board, and Sarah Gardner, interim CEO of the UK Gambling Commission. The authorizations for Lima were published in issue 167 of the Official Gazette (Section 2, p. 43), with the same legal basis as the authorizations for Portugal.
SPA-MF's participation in international conferences is not unprecedented. In March of this year, representatives from the secretariat had already attended the SBC Summit Rio. The missions to Lisbon and Lima, however, represent the first major international presence of the department since the formalization of its current leadership structure, with the appointment of Daniele Correa Cardoso as secretary.
