Finance Ministry creates task force to publish betting authorization processes.

The Ministry of Finance has created a task force dedicated to making public the administrative processes of the Secretariat of Prizes and Bets related to the authorization of bets — fixed-odds sports betting companies. The measure, formalized by MF Ordinance No. 2.126 this Friday (July 17), mandates that the processes be reviewed, processed, and published within 120 days. The Minister of Finance, Dario Durigan, signed the ordinance.
The decree, published in the Official Gazette of the Union, responds to a recurring demand from the sector and civil society for greater clarity in the criteria used by the government to authorize operators in the Brazilian sports betting market. The text assigns to the Sub-Secretariat of Authorization of the Secretariat of Prizes and Bets the responsibility of coordinating, guiding, and supervising the work.
What will the task force do?
The team has two main tasks. The first is to map sensitive personal data and restricted access information present in administrative processes. The second is to anonymize and conceal this content before any disclosure, according to technical criteria defined by the Prizes and Betting Secretariat itself.
Upon completion of the work, the Authorization Sub-Secretariat shall submit a consolidated report to the Secretary's Office, which will then forward it to the Minister of Finance. The Office will be responsible for taking the final steps for the publication of the documents processed.
Fifteen designated employees
The order designates 15 civil servants from the Ministry of Finance to form the task force. The group includes members from different areas:
⇒ João Luiz Rios da Costa Carvalho (Clerk) and Flora Nunes de Norões (Executive Technical Analyst), both from the Authorization Sub-Secretariat;
⇒ Bruno Ferreira Maceió (Specialist in Public Policies and Government Management), from the Sub-Secretariat of Monitoring and Inspection;
⇒ Eliezer Ferreira Tavares, Sandra Rejane Freitas Nascimento, Suany Jhenifer Arruda de Sousa and Victor Hugo de Souza Silva, all assistants or technical assistants of the Executive Secretariat;
⇒ Everton Felix da Silva (Coordinator of Administrative Affairs) and Sávia Camargo do Nascimento (Head of the Documentation Division), from the Minister's Office;
⇒ Nayara Medeiros Miranda, Rodrigo Carlos Bezerra Lopes, Rodrigo Rosal Cavalcante Santos and Rosangela Fragoso de Mendonça Santiago, from the Office of the Secretary of Prizes and Bets;
⇒ Ronaldo Alves Nogueira (Ombudsman) and Renata Rodrigues de Castro Rocha (Transparency Coordinator), from the Ombudsman's Office of the Ministry of Finance.
Deadline and possibility of extension
The task force is valid for 120 days from the date of publication of the ordinance, July 17, 2026. The term may be extended for an equal period, provided that the Authorization Sub-Secretariat presents a formal justification for the extension. The ordinance entered into force on the date of its publication.
The effective reach of the initiative will depend on the volume of cases to be handled and the criteria that the Prizes and Betting Secretariat will adopt to define what can or cannot be disclosed. These technical parameters are still to be established internally, which makes the extent of the promised transparency an open question until the work is completed.
