Regulated betting companies request that the Prizes and Betting Bureau block Polymarket and Kalshi.
Platforms offered bets on elections, sporting events, and political decisions without complying with mandatory regulatory standards for authorized betting sites. Among the blocked platforms are Kalshi and Polymarket, which operated internationally.

The Ministry of Finance released a list of 27 companies banned from operating in the country. The platforms claimed to work in the "prediction market," but government analysis identified that the operating system constituted gambling, which is not permitted under Brazilian law.

The operation was launched after it was discovered that the companies functioned as gambling websites without complying with the mandatory regulations and oversight for authorized betting houses. The companies linked their activities to the derivatives market. They offered bets on events prohibited for gambling, such as election results, political decisions, economic indicators, sporting events, cultural awards, games, reality shows , and other non-economic events.

The National Monetary Council (CMN) established this Friday (April 24th) a resolution determining that companies can only operate in the derivatives market related to financial and economic indices. The rule addresses the organization and operation of the derivatives market in the country, at the discretion of the CVM (Securities and Exchange Commission).

Business model identified as illegal gambling.

The government measure seeks to stop companies that operated as betting houses without complying with the same regulatory obligations. The websites allowed "yes or no" bets on various events, including military actions involving the United States, Venezuela, and Israel, assigning monetary values to these events. The bettor receives money when the prediction is correct.

Platforms operating in so-called "prediction markets" trade contracts on the outcome of real events, such as political decisions, economic indicators, sporting events, and cultural awards, but operate under the same logic as betting . According to the federal government, although they are often marketed as investment options or agreements between users, these prediction platforms operate outside the mainstream financial system.

The restrictions are part of a government initiative to prevent the creation of a new unregulated market that could generate social problems such as over-indebtedness, a concern for the federal government. This means that the legislation does not apply to conventional betting , which operates on a model where a fixed prize is paid out if the bet is successful. The legislation authorizes betting on sports and online casino games.

The 27 companies prevented from operating are the main targets of the government action. Users of these platforms were impacted by the decision. The measure was applied in Brazilian territory.

Among the blocked platforms, Kalshi and Polymarket stand out , both of which operated internationally.

The CMN resolution restricts companies to operating only in the derivatives market linked to financial and economic indices. In practice, the resolution prevents platforms from offering bets on elections, games, reality shows , and other non-economic events, at the discretion of the CVM (Brazilian Securities and Exchange Commission). This measure renders the business model previously practiced by these platforms unviable.
