In an unprecedented lottery concession on the Stock Exchange, Lottopar authorizes Apostou.com to operate an instant lottery.
Lottopar completed the first concession of a state lottery at B3, this Monday (25), in São Paulo. The historic hammer-striking ceremony marks the beginning of the concession of the instant lottery modality in Paraná. It is popularly known as “scratch-off”, in which the bettor knows instantly if the ticket is a winner by scratching the covered fields of the ticket. The company that will operate the system is Apostou.com. It signed the contract, paid a fixed grant of R$ 15 million and is now starting to integrate the system into Lottopar's.
The concession has a term of ten years, starting from the date the service order is issued, renewable for an equal period, but with a limit of 20 years. Lottery services can only be offered in Paraná, guaranteeing respect for territoriality.
This is a type of game where the result is immediate. The bettor knows if the ticket is a winner or not by scratching the covered areas where combinations of numbers, symbols, or characters that determine the prizes are engraved. Tickets may be physical and/or virtual, depending on the operational plan that must be presented by Apostou.com before the start of operations.
“This is a historic day for both Lottopar and B3. It is the first lottery concession for the instant betting modality and also the first lottery concession carried out on the Stock Exchange. It is another important step in the structuring of Lottopar. We have already completed the accreditation and fixed-odds betting is already in operation, we have finalized the concession for the instant betting modality and soon we will have the prediction and passive betting modalities,” stated the CEO of Lottopar, Daniel Romanowski.
“B3 is one of the largest stock exchanges in the world and, for the first time, is receiving a lottery concession. The Government of Paraná has once again innovated in this process, which guarantees transparency and assertiveness,” added the Secretary of Administration and Social Security, Elisandro Frigo.
“We have consolidated a project that involved many stages in this instant lottery modality. From now on, a period begins for the company to present the certificates, guarantees, and operational plan to start operations soon. This will be a modality with great reach throughout the State,” said Lottopar's Operations Director, Fabio Veiga.
The next step, integration, is connecting the concessionaire's systems with the management and payment platform contracted by Lottopar. This ensures that all operations are mirrored, enabling monitoring and preventing events that could compromise security, thus guaranteeing the integrity of the bets placed.

Safety
To further ensure the security of lottery operations within the state of Paraná, Lottopar continues to have open accreditation of testing and certification laboratories. Paraná already has four accredited laboratories to work with lottery operators: Gaming Laboratories International (GLI), BMM Spain Test Labs, Gaming Associates Europe, and eCOGRA.
The main function of these laboratories is to verify whether lottery products and systems comply with standards, regulations, and requirements established by regulatory authorities and entities responsible for the gaming and lottery industry. The certifications issued by these laboratories guarantee that lottery and sports betting services are fair, secure, fraud-free, and meet the required international quality standards.
Modalities
In November 2023, Lottopar authorized the start of operations for "betting" sites. Five sports betting websites (Apostou, Bplay, Aposta.la, Pixbet, and Nossabet) are currently operating in the state of Paraná and are regulated; they can be accessed via this link. In addition to instant lotteries, Lottopar will also grant concessions and oversee lotteries based on numerical predictions, passive predictions, sports predictions, and specific predictions. The call for bids for these modalities is open and can be consulted via this link.
The funds raised from the concession fees granted to operating companies, royalties, and variable concession fees will be allocated to housing, public safety, and the financing of state social programs.
