Municipal lottery is officially launched in Caxias do Sul.
Mayor Adiló Didomenico has signed into law a bill, authored by the Executive branch and unanimously approved by the City Council, that establishes the activity in the Municipality.

Following the lottery modalities foreseen in federal legislation, Caxias do Sul will also offer a municipal public lottery service. This week, Mayor Adiló Didomenico sanctioned a bill, authored by the Executive branch and unanimously approved by the City Council, that establishes the activity in the Municipality. The next step will be the regulation of the service, with the Secretariat of Management and Finance responsible for issuing the necessary supplementary regulations.

In parallel, the Administration is beginning to structure the model for operating the service, which can be done through concessions, public-private partnerships, permits, accreditations, or other means provided for by law. The law even allows for direct operation by the Municipality.

According to the Extraordinary Secretary for Strategic Partnerships, Maurício Batista da Silva, the trend is towards granting a concession. This will require at least eight months of legal considerations, including public consultation and hearings, analysis by the State Court of Auditors, and a bidding process. The next step will be the structuring of the business by the winning company. The projection is that operations will begin in the first months of 2024.

The approved project establishes that the Municipality will receive a portion of the net profit obtained from the operation. This amount must be applied to actions aimed at social assistance and reducing the vulnerable population of the city. It is estimated that in the fifth year of operation, the service will generate annual gross revenue between R$ 35 million and R$ 45 million. The projected net profit is between R$ 10 million and R$ 15 million annually, with a portion going to the Municipality. "Studies show that, on average, each Brazilian invests R$ 0,17 per day in games or lotteries," stated the secretary.

The mayor pointed out that the measure is important, considering that the resources from the lottery operation will remain directly in the city and be directed towards improving the quality of life for the vulnerable population. "It will be a fundamental supplementary revenue for areas such as social assistance, social security, and health," he emphasized.

The signing was attended by Deputy Mayor Paula Ioris; Secretaries Gilmar Santa Catharina (Management and Finance), Paulo Roberto Rosa da Silva (Public Security and Social Protection), and Giovani Fontana (Housing); Secretary Grégora Fortuna dos Passos (Government); and the president of the Social Assistance Foundation, Katiane Boschetti da Silveira. Council members Adriano Bressan, Olmir Cadore, and Velocino Uez also participated. ( Caxias do Sul City Hall )
