The City of São Paulo selects companies and consortia for the Municipal Lottery PMI (Private Initiative Project).

A 2% ISS tax in São Paulo for betting, fantasy, and capitalization bond companies will generate an impact of R$ 1,69 million.
The studies must be submitted within 60 calendar days from the date of publication of the authorization in the Official Gazette of the City of São Paulo.

The Municipal Government Secretariat of São Paulo – SGM, through the Privatization and Partnerships Coordination – SEDP, published this Monday (1st), the companies and consortia authorized that responded to the Public Call in the form of Expression of Interest Procedure – PMI for the preparation of studies, scenario diagnosis and survey of operational, economic-financial and legal-regulatory viability with a view to assisting the municipal public administration in the conception of a partnership for the implementation and operation of lotteries and betting in the Municipality of São Paulo.

The following companies and consortia were selected: Big Brazil Tecnologia e Loteria SA; Consórcio BMR formed by the companies Bethanus, Metacns and RGB; Cordeiro, Lima Sociedade de Advogados; Hebara Distribuidora de Produtos Lotéricos SA; Pay4fun Instituição de Pagamento SA

The studies must be submitted within 60 calendar days from the date of publication of the authorization in the Official Gazette of the City of São Paulo, and must include a diagnosis and projections of the market and demand, as well as input for operational, economic-financial, and legal-regulatory modeling.

The utilization of the studies and the maximum reimbursement values ​​for each product included in the bidding process correspond to the following: Product I – Subsidies for Operational Modeling: R$ 203.830,48; Product II – Market and Demand Diagnosis and Projection: R$ 322.561,27; Product III – Subsidies for Economic-Financial Modeling: R$ 229.657,68; and Product IV – Subsidies for Legal-Regulatory Modeling: R$ 229.657,68.

The maximum reimbursement for the studies will be limited to the total nominal value of R$ 985.707,11 under the conditions defined in the call for proposals.
