The rapporteur for PFC 41/19 at CDEICS issues an opinion against the oversight of payment methods for gaming and sports betting websites based in other countries.

Congressman Geninho Zuliani (DEM-SP), rapporteur of PFC 41/2019 in the Committee on Economic Development, Industry, Commerce and Services (CDEICS), presented this Thursday (22) an opinion against the implementation of oversight on possible tax and exchange crimes and irregularities in the remittance of money abroad through payment methods, especially to sports betting and gambling sites based in other countries, as well as the lack of tax collection on prizes paid to bettors on foreign sites by the Federal Court of Accounts (TCU), Central Bank of Brazil (Bacen) and Federal Revenue. According to the congressman, the CDEICS does not have the competence to promote the oversight proposed by Congressman Otaci Nascimento (SOLIDARI-RR).
The rapporteur highlights in his report that the scope of the proposal does not fall within any of the thematic fields foreseen in article 32, VI of the Internal Regulations, which details the list of activities covered by the CDEICS.
“In order for the proposal to be analyzed in a manner more consistent with its content, we suggest resubmitting the proposal with the indication of a committee whose thematic fields encompass the activities involved in the desired oversight. The analysis of the opportunity and convenience of the measure and the legal, administrative, political, economic, social, or budgetary scope of the challenged act would be hampered by this Committee's lack of competence to do so,” Zuliani justifies.
"For the reasons set forth in item II of this report, we understand that the proposal does not fall within the thematic scope of this Committee and, therefore, we vote against the implementation of Oversight and Control Proposal No. 41 of 2019."
There's still PFC 11/21
This will be the second PFC (Proposed Constitutional Amendment) on the subject that is expected to be shelved in the Chamber of Deputies.
The third PFC (11/21), filed by Representative Lucas Vergilio (SOLIDARI-GO) with the Committee on Financial Oversight and Control (CFFC) and with Representative Delegado Pablo (PSL-AM) as rapporteur, is still under consideration.
The rapporteur submitted a request for a public hearing to discuss potential irregularities committed by websites offering betting, gambling, and unauthorized lottery activities hosted outside the country, but the parliamentarian's request has not yet been considered by the CFFC.
